Hey I was joking, it is possible, but it's kind of strange, theoretically emu should be slower. Аre you running 2.3? Crazy Taxi is also a dreamcast port, is it also slow?
I tested both SCs, thus psp version is max 35fps on my phone (no fs), but it doesn't seem it uses all 60 fps (30fps I think), so with "timer hack" or changing cpu clock to ~30 it goes full speed, no frameskip required. Android version seems to be capped at 30fps also, menu or in-game (no wonder), so I can't get more fps than that. If it would be uncapped, I could compare these two versions, but I guess Android version would win all the same.
Regarding GTA - GTA 3 and GTA VC run ~ at the same speed reasonably fast (20-40fps for me), and VC has lags when not in a vehicle, but they do have the same engine, so GTA SA should run fine if nothing special changes, as the graphics is simple
