PPSSPP Symbian Port

[The Black Ninja]

Just increased optimisations from level 2 to level 3 for Symbian build.

Tell me if you get any performance improvement.

Some of games was in Black Screen but now it's working ( but slow) like spider man Friend or foe and Some are still in green screen while playing (like Naruto Shippuden Impact) also there is some graphics fixed in some games (like showing the black suit in Spider man web of shadows) But still when I try to save it, it crash or unable to save and when I try to save (like writing a name) the text is hard to see
