It's hard to say for sure what the problem is, but one possible cause is the use of the folder name "CHEATS" instead of the correct form "cheats", which is what the program looks for. If character case is significant in your filesystem, that in itself can be reason enough for the failure. (I'm not familiar with the 'Droid 4'.)

As for the "Enable Cheats" option, make sure to look for it in the "System" section of the PPSSPP settings.

And most importantly, make sure that you're running one of the recent beta builds of PPSSPP (like globe94 linked to), since the non-beta releases (as yet) only have rudimentary cheat support.
