The cheat menu will only show if you have installed some cheat '*.ini' file for the current game, where the '*' stands for that game's ID code, without hyphen. Alternately you may have a multi-game "cheat.db" file installed, in which case the cheat menu should allow you to extract cheats for the current game into such separate '*.ini' file, though the ability to do this may differ with different releases. (Early ones crash if the cheat.db file doesn't contain cheats for the current game.)

Whatever method you use to create the '*.ini' files, you must have such a file with cheats for the current game, in order to use any cheats for it. (obviously...)

eg: The game "Disgaea: Afternoon of Darkness [US]" has the game ID code "ULUS-10308", so its cheat file needs to be named "ULUS10308.ini".

Such cheat files should be stored in a subfolder named "cheats" located either in the main folder of PPSSPP (on a PC), or inside the folder "/sdcard/PSP/" (on an Android device).

You may have to create the "cheats" subfolder yourself too, since some early versions of the cheat implementation didn't do that.

If you want the latest and best cheat implementation you'll need to switch to using the beta releases (updated several times per day) instead of the gold release (updated at stable points of development).
