Such cheat files should be stored in a subfolder named "cheats" located either in the main folder of PPSSPP (on a PC), or inside the folder "/sdcard/PSP/" (on an Android device). You may have to create the "cheats" subfolder yourself too, since some early versions of the cheat implementation didn't do that. If you want the latest and best cheat implementation you'll need to switch to using the beta releases (updated several times per day) instead of the gold release (updated at stable points of development).
