AFAIK, the "Force 60 FPS or less option" is still recommended only on a game by game basis, which is why the written advice in the guide remains unchanged. An example of a game that hates it is Gundam Vs Gundam Next Plus, which behaves erratically with it on. There could be others out there, which is why I hesitate to keep it on all the time globally. On an unrelated note, updated the guide to reflect the introduction of the FXAA option which only offers a very minor performance increase by disabling it since FXAA is pretty cheap for the graphical enhancement it offers and is disabled by default.
