The emu run games by 1x speed on default. You can change the alternate speed on the menu of the emu by going to the "Game Settings" then on "Graphics" tab and setting the alternative speed to the speed you want then press the button you assigned for changing the speed to normal or alternate (which by default I think is the button on the left side of 1 [`]). If the speed still didn't change it could be your PC cannot run the game faster than normal.
