It's like 10-ish (FPS counter doesn't show up either on my Android or PC for some reason) but on recompiler it's pretty like 37-55 fps which is obviously playable counting only the speed (the bugs are the issue though).
You can load the savestate in recompiler mode, it will work don't worry, just remember the GUI by heart otherwise you won't get what's going on. Also there's music! The soundtracks in that game are in mp3 format if I remember correctly.
