I know it may sound a bit silly to some or pretty neat to the rest but:

Pass *.PNG files of the USRDIR folder of the iso/EBOOT.PBP through the selected texture scalling option (let's say XBRZ).

Should look nice on 2x+ resolutions and should match the taste of the person that is using it, and it doesn't sound like a tough job to do, plus it won't affect performance.
