Which rev was this "old update ppsspp code"
What did you use when the codes worked.

I still don't think this is a ppsspp problem because my codes(for my USA version)work here
I tried them on:
0.8.1-589
0.8.1-974
0.8.1-1076
0.8.1-1161
0.8.1-1173

Just for a test try this
_C1 Inf Money
_L 0x20243EE8 0x05F5E0FF

i tray the code usa with games usa code not work
with ppsspp v0.8.1 1173
