No, the DLC characters work in my Japanese copy. I just checked what I was thinking about when I saw viperdk1's picture, and I don't think what I was originally thinking about was the problem. viperdk1 might be using Japan-only DLC characters in his US version. The Japanese DLCs don't really work all that well in non-Japanese versions so I wouldn't be surprised if that's what the error was about.
