Update your video drives...I had the same problem before updating them(games will run faster after that because you will be able to use Hardware Transform(I had problems with it when it's enabled with the old drivers))
Using PPSSPP on Windows 7 x64 SP1
i7 4771 3.5Ghz,GTX750TI,16GB RAM
