In theory, it can be, but if a JIT is well written, the differences in compatibility should be minimal. However, if there are bugs in the interpreter, then that won't magically be fixed just by running it in interpreter mode. It's possible to have a buggy as heck interpreter and an almost perfect JIT for example.
