Strangely, this only happens in my netbook, but not in my PC. everything is normal in my PC. besides, the settings of PPSSPP in my netbook and PC are the same!

By the look at your screenshot you are using the official 0.8.1, ditch it since it is too old, instead download the latest build from here (look under "Automated PPSSPP Builds"). Using the same settings on different pc doesn't mean that you will get the same results, most of the times those graphical issues are caused by the GPU (amd/ati are a bit bugged in these circumstances), still I suggest you to try different settings, generally speaking buffered rendering, mipmapping and antialiasing can cause these sort of glitches, so try to enable/disable them.
