Fixed = Toggled Speed limit.

Recall that there are two methods of unthrottling the Speed in PPSSPP:-

1. Pure turbo with "unlimited" Speed (Hold to turbo)

2. Toggled Speed Limit (Press once to turbo to your desired Speed and once again to change back to normal 60 VPS speed (100%). This is the fixed option).
