I think you have to do:

cd /c/programming/ (or any other place where you have cloned)

before doing:

git submodule update --init

I was also having problem with that step, But I somehow managed to done it. I'm sure solarmystic will correct me If I'm explaining it wrong.

How were you able to do it? I'm having trouble to do it again

I just right click on folder that I want to clone at.
Example I want clone at D:/PPSSPP (in folder right click and press git bash and it work for clone it)
Someone has link for Visual Studio 2010+ or same program.
I kinda has problem find that program (on google of course)
