We need some more information, I think..
1. Are you using texture scaling(note, not filtering)?
2. Is this the only game you have slowdowns in?
3. Is it "Speed"(VPS) or FPS slowdown?
4. Where is it happening? Everywhere?
5. Can you list your PC specs for us?
6. What revision of the emulator?
7. Does the slowdown still persist if you exit back to windowed mode after the lag begins in fullscreen?
