did you try to enable fastmem?

Dynarec and fastmem enabled. And on this video 1 in-game second ~ 2-3 reallife seconds, so it isn't full speed

well, that is one of the most detailed stage on the game (more complex and power demanding) glad to know you are running at this speed at least, reading "not even close to fullspeed" i thought that you were running into some issue/problem like me
