I have the USA version and I just do this.
1.Download 0.8.1-192
2.Extract it to a new folder(no old saves nor settings exist in the folder)
3.Copy at3plusdecoder.dll from my other PPSSPP folder,start PPSSPP and run the game without changing anything.
4.When the video start,if I press Start(or wait for the video to end),it will freeze on the loading screen.

It works fine on anything below 0.8.1-132(including)
BTW,when I tried just now,the title screen does appear after the loading screen but it takes a lot more time(probably 10 seconds)to see the title screen(on 0.8.1-132 and below is instant).
During that time,the cpu usage is really high on the newer betas
