Update to a newer development version and the data install problem for PW will go away.
http://buildbot.orphis.net/ppsspp/ As for the fullscreen thing, set FullScreen = False to FullScreen = True in PPSSPP.ini. There's no command-line switch for fullscreen yet, from what I can tell.
