I know the apps 'launched' from anywhere. They can't see their files unless they are in that directory though. Many of the homebrews would not work properly outside of that dir. Due to a change, they only work in that dir now.
It is same situation on a real PSP.

Can fix that bug but it is still not recommended to put a game outside that folder.

I've tried it... I still get the half screen blinking in white colour and sound is broken(background music)..
