To be more specific: Engine noises and such only can be heard a second after the game's unpaused. Other than that, the only thing you can hear are basically menu sounds and tire skidmark (on road only, I think) sounds. Crash noises are sorta hit or miss, sometimes can be heard, sometimes not.
