So you tried placing it in system32 and/or reinstalling directx? hmm not quite sure what to do then cause that should have helped get it to work

can you tell me the version yours is at or if the window even pops up?
sorry the person i copied that from didnt exactly know what they were saying the version will be in the center bottom area im sure you'd find it
