Short answer: not really, at least not in the way texture replacement works today. PPSSPP deliberately excludes video frames from the texture dumping/replacement system because FMVs are streamed and decoded differently from normal textures, and dumping them caused massive performance and storage issues in the past. The old `video = true` flag was experimental and has effectively been deprecated, which is why it no longer works.
If you want to upscale the opening, the practical approach is to extract the FMV directly from the ISO (usually PMF), upscale it externally, then re-encode and rebuild the ISO. It’s outside PPSSPP’s texture system. If you want to request proper support again, GitHub issues or discussions on the PPSSPP repo are the right place, but it’s a non-trivial feature and unlikely to land soon. |
