I just want to add, since it took me awhile to find. If you've installed the flatpak version of PPSSPP your save data will be in
~/.var/app/org.ppsspp.PPSSPP/config/ppsspp aka /home/USERNAME/.var/app/org.ppsspp.PPSSPP/config/ppsspp |
