Android restricts file access and files are accessed using funny looking URLs like that now.
Normally, PSP games were hardcoded to live on the memory stick in a specific folder, within the PSP game code. So running a EBOOT.PBP alone typically won't work. It has to be put in the PSP/GAME folder in the right place, just like it had to be on a real PSP.
It also might be that app you tried to open the EBOOT.PBP file from is not providing low-level file access, which PPSSPP requires to work. That would also be solved by putting it in the PSP folder, I think.
