You will need to use pro-online plugin on your PSV and enable built-in AdhocServer on PPSSPP for local MP and set Port Offset to 0.
However, PPSSPP on Android can't play local MP with real PSP/PSV due to port-binding restriction on Android, so you will need PPSSPP on a PC/Mac.

I don't remembered where to get the latest pro-online plugin for vita, but you can google it or ask someone at PPSSPP discord https://discord.com/invite/5NJB6dD
