That means it can't find a save. Just hit the circle button (remember Japanese games have cross and circle roles swapped) and play the game. Once you make a save, which happens as the very first screen after the main menu, you won't see this error when starting the game anymore.

Also, there is a PDF of the whole game's menus translated to English that you can find through Google.
