I am not sure why Hamachi does not work but you can try a different VPN llike ZeroTier.

I actually thought about it recently but won't playing over a VPN would increase overhead? and as I understand the overhead of PPSSPP networking is already high lol.
So basically playing over public server might be more beneficial in certain ways.
