I think (wild guess) it calls an uknown long syscall and everytime it fails the code violently keeps asking it again and again to a point PPSSPP understands that it's mandatory in order to proceed. Most of the times this should result into an HLE stop return but sometimes this doesn't happen for quite some reasons and it loops. There aren't really alot of games that have that issue so it could be quite tough to debug.
