Did something change about Cheats?

PPSSPP creates this directory

C:\Users\USER\Documents\PPSSPP\PSP\Cheats

and places an .ini file in it, when a game is started while cheats are enabled.

I'm trying to get Kingdom Hearts: Birth By Sleep to run on 60 fps with a certain cheat as explained in the description of this video:

I trust, that the name of the .ini file is automatically the ID of the game.
However, I've seen people say, to put the cheat file into ppsspp/memstick/PSP/Cheats. When I do that, PPSSPP just creates another .ini file in C:\Users\USER\Documents\PPSSPP\PSP\Cheats and ignores the other one.

My question is, did the directories for the cheat files change or am I doing something wrong?
Keep in min that the discussions around that cheat is almost as old as the game itself.
