you'd better try play by using VPN (hamachi or zerotier or n2n)
you can try the latest dev version from https://buildbot.orphis.net/ppsspp/
make sure you and your friend are using same port offset(it can be 0)

UPnP is also good if you could use it with these builds (sushicat with first option UPnP).
Port offset needs to be above 1024 for android users and same for all players.

Seems like we still have the issue.
Using 1.71.1 GVG version we see each others name pop up on top of the screen with the word "Connected" but other than that, doesn't seem to be showing up.
EDIT: We used Zerotier and it worked... Apparently my idiotic friend turned off UpNp completely and didnt tell me.
