X and Y Axis Swapped

left-right is recognized by games as up-down and vice versa.
both my analog stick and my directional pads have this problem, so a vertical menu at game start will move when i press left or right instead of up or down

but in my control mapping, left and right are still recognized by ppsspp as pad1.left and pad1. right, same with up and down and the axis controls.

even the device settings in my control panel shows that my game pad works fine

Has anybody encountered this problem too? I tried searching the net but all I get are switched Up and Down, or Calibration of Analog.
