How to enable cheats on a chromebook

I've been playing some psp games using ppsspp on a chromebook, as chromeos supports android apps, so naturally I try and use cheats, but I'm unable to. I've followed the android instructions, but I cant seem to find where the emulator is located to put the cheat file in. Not sure if this is a chromeos problem or a ppsspp problem, but I guess its best here.
