We do not support, allow, or approve the downloading of ROMs anywhere online, because that is piracy, and piracy is illegal.

You can legally create your own ROMs, however, by using the following:

• Physical copy of the game or digital copy purchased from the Playstation Network (PSN) store
• A PSP console that has been custom-modified with firmware/hacked/softmodded
  

This is legal because you already own the games, so you can do whatever you want with them privately -- It only becomes illegal when you distribute your ROMs to others or download them online.
