Looking at your phone's specs, I'm surprised Vice City is somewhat playable. To answer your question, PPSSPP has had issues with PowerVR GPUs in the past. There were hacks one could use to fix PVR issues but they were removed in recent builds of PPSSPP. You can try non-buffered rendering or try older builds of PPSSPP for those PVR hacks.
