PPSSPP won't open (Win64)

If you're running Win10 and PPSSPP won't even launch for you:
There's a high chance you either have or have had an AMD GPU.
And it's likely causing the problem.

Try running this tool, and after it's finished try relaunching PPSSPP again:

If it asks to go into safemode, just click No.

The issue isn't with PPSSPP itself, it's either AMD or Microsoft's fault.
It has already worked for several users in our Discord server.
