I've never seen anything about that "Dvalin" GPU on X96s. At least the Fire Stick 4K has a PowerVR GPU, it should support Vulkan. Anyway, Android Vulkan drivers generally aren't that good, so you'll probably not see much difference between OpenGL and Vulkan on most games as you would on PC with NVIDIA/AMD GPU.
