I know this is a bit of an old thread but I'm experiencing the same issue.
I am playing the ULUS10251 version of the game and water occasionally glitches causing parts of the water graphics to lag behind causing black bars to appear in the water.
It only seems to occur when moving in certain spots however. I've tested numerous different setting but nothing seems to fix it.
This seems to occur more frequently when navigating menus however.
If someone could offer some insight as to why this happens that would be appreciated!
