Same issue as OP. i haven't updated ppsspp in a while but the game used to allow this when my version of ppsspp was 1.2.0 After the update, the game no longer allows the language switch when inputting using the keyboard.

So OP might want to roll-back his version of PPSSPP so the keyboard can work again. all you need is the memstick folder for the save files anyway
