DLC doesn't work in any game

Ah. That would be the detail I missed. I assumed updating the game on the PSP itself updated the PBP. That's... unfortunate. Guess I'll have to look into getting a PSP I can mod. I have three and all three are practically paperweights at this point. Thanks for the info.
