Growlanser: Wayfarer of Time

I have a very minor problem that might need some attention.

I'm playing on v.1.5.4 and I'm using Direct 3d9 backend.

Most of the games I've played I've been able to unthrottle with no issues. (i.e. Persona 3, Patapon 1-3, Dissidia, Star Ocean etc.)

However, this game doesn't allow me to do that, EXCEPT when i'm in the Debug room. And only inside there. If I try to play scenes and events, I still can't unthrottle for some reason.

Like I said, it's a minor issue, and I only really want it to speed up the battles somewhat so I'm looking for a possible fix, but I can live without it.
