@tayyab197 I think you're seriously confused. PPSSPP is free and open source, you can:
- build it yourself at any time and if provided a source also share it with others,
- download it for free from the official buildbot which has new version as soon as anything changes,
- download release version from store.

Gold version is considered a donation to Henrik, which some also use to install two different versions of ppsspp as desired, it differs by color and nothing else, you can:
- build it yourself at any time and if provided a source also share it with others(through since gold is no different, and only used for donations, you really shouldn't;p),
- download release version from the store.

If you only care about versions from the store, they're both always outdated not counting the few moments after each release and if you don't care about the store and for whatever reason can't build it yourself, "free version" is always more up to date since Orphis hosts a buildbot for free for primary platforms ppsspp supports.
