IT LAGS , BUT NOT STEADILY !!!!

I have already activated frameskip and also I am using Vulkan to render because it gives me 10 more fps.
My phone is a HUAWEI Mate 10 Lite and these are my specs:

Chipset HiSilicon Kirin 659 , ARM-based
CPU Octa-core (4x2.36 GHz Cortex-A53 + 4x1.7 GHz Cortex-A53)
GPU Mali-T830 MP2
RAM 4GB
O.S. Android 7.0 (Nougat)
Resolution 1080 x 2160 pixels
