There is no option, emulation improved in that matter and PPSSPP currently allows only input requested by the game in exactly same way as it would be on PSP. If you don't have an english full width available, it means game does not request it, this avoids problems from silly graphic glitches to even crashes by using incorrect characters.

In case you're using fan translations, it's for the translator to modify the game to allow/limit input he desires for the users to be able to use, through a warning that existing fan translation for that particular game is pretty buggy and as can be seen in it's compatibility thread suffers from problems the original doesn't have.
