at this point , it doesn't matter if you run on dual or quad core system solutions,PPSSPP uses only one. my xperia's cpu is not that strong but got relative high frequency for a phone (it's a scorpion core clocked at 1500 mhz).in your case adreno 200 could be a problem (it's a few generation old, and pretty slow too). i think that good speed even on my device's league is possible,time will tell of course you already got good speed on your pc, nowdays ARM is still no match for intel (i'm not even talking about the newest i3/i5/i7) and being cellphones, our devices cannot archive high frequency (2-3 ghz) unless we want our legs to burn while we are walking and our batteries die in a couple of seconds
