If on Android:
Go to internal sdcard, open the PSP folder, then SYSTEM, open the ppsspp.ini with a test editor, look for Language line, write there "Language = en_US" On Windows: In PPSSPP folder, go to memstick/PSP/SYSTEM, then do the same thing described above.
