I had this problem, too. It turns out that some areas/effects do not like rendering at a higher resolution than the psp default, at least on my system. So go into the settings > graphics > performance > Rendering Resolution and set it to Auto (1:1) or PSP x1.

I can play this game at 100% speed the majority of the time on a what ever the ASUS G51 bestbuy model has in it (I know the GFX card is GeForce 260m 1GB, and I have 4GB of ram.) Its a 2009 model laptop so if I can run this game at full speed, almost anyone should be able to.
