If you go to Settings -> System, the second checkbox should be "Enable compatibility server reports". It's not a replacement for reporting bugs you find on the forum, but we automatically detect certain unexpected things and report them to our server (if that checkbox is enabled.)

Also, if you want, you can always report the compatibility of a particular game in the pause menu (there's an option to report and choose how compatible it is and what rating you'd give its graphics emulation, gameplay emulation, etc.) This is probably most useful for games that don't boot, since I'm guessing you don't spend a bunch of time testing each individual game - it'll record the disc CRC, your settings, etc. and report them on a page for other users.
