Gamepad being picked up while paused

Yes I think this was never fixed.
If "Ignore gamepads when not focused" is not enabled,even if you pause the emulator(F8),every key you press will trigger the command after you unpause ppsspp

As a simple test...start a game which have a save state=>press F8=>F4=>F8=>ppsspp will load the save state

I think "pause while not focused" should ignore gamepad inputs even if the option("Ignore gamepads when not focused")is not enabled

I always have to either close ppsspp or use F8 if I want to do something else with my gamepad because the the pause screen accepts gamepad inputs and pressing circle resumes the game while I'm playing something else with the gamepad
