plz help me i have tryed every thing on every post i have read to get the dlc for this game to work

if i start the game and try to load a game save it just crashes
but i can play it if i load a save state ,quit but it tells me

dl cannot be utilized
dl content will stop playing

dl must be installed to memstick at the time of booting
